Here’s your step-by-step guide to navigating the
pet application process in Queensland rentals — tailored for tenants managed by
Gardian Property Management.
📋 Step 1: Fill Out Form 21 – Request to Keep a Pet
To begin, you’ll need to complete Form 21 – Request for Approval to Keep a Pet. This form asks for:
Pet information: Breed, type, name, microchip number, sex, size, colour, and temperament
Additional details: Training background, property suitability, and any enclosures or fencing

📬 Step 2: Submit Your Pet Request to Gardian Property Management Once completed, return Form 21 to your Gardian property manager. You can email it directly, or post it — just remember to keep a copy for your records.
⏳ Allow extra time if posting the form to ensure you meet the response timeframe.
⏳ Step 3: Receive a Response Within 14 Days
Under the law,
Gardian Property Management (or the property owner we represent) must respond in writing
within 14 days. The response will include:
Approval or refusal of your request
Any reasonable conditions, such as outdoor-only requirements or professional cleaning
If declined, valid reasons must be provided
✅ If no response is received within 14 days, your pet request is automatically approved.
🚫 Step 4: Valid Grounds for Refusal
While we aim to support responsible pet ownership, there are a few lawful reasons your pet request may be declined:
The pet may pose a risk to health or safety
The rental property is unsuitable for the pet (e.g., lack of fencing)
Local council by-laws prohibit the animal
❌ General “no pets” policies are no longer allowed under the RTRA Act.

If you’re renting a unit, townhouse, or property within a body corporate, you may also need separate approval through the body corporate committee. This can take longer and may have specific rules.
